Proposed amendments shall be adopted if approved by a majority of members voting.

  2. STANDING RULES. Standing Rules of the Local may be adopted or amended by a majority of the members at a Local meeting, provided members are given written notification of the proposed Standing Rules and amendments in advance of the meeting.
